Introduction
Have you ever walked into a school building, and wondered what year am I in? Why does it look like we are still stuck in the 90’s? Why is there not up to date material? Do the smart boards work? How can students be engaged, when the classroom is not welcoming? Do the smart boards even turn on, in the classrooms that actually have one? Well for some schools these are their realities. Tier one schools do not have the proper funding for the resources needed to make sure each student is promised a successful academic journey. These problems are so common all around the globe.
Schools that are not equipped with the proper resources graduations rate are ultimately lower than those schools have access to adequate resources. The question of the day is why? Why are some schools adequately equipped with resources, while others are fighting for proper material. How can we close this gap and help them with the success of their academic journey. The world we live in is revolving daily with better technology. To keep children engaged the school system should be changing as well to keep these children on the path to success.
Topic Statement of The Problem
The purpose of my research is to come up with reasoning why this is happening, as well as a solution. I know my topic is very vague, but this is something I am very interested in, as well as coming up with a solution that can make a change for the better. My goal is after doing this research, not only will I become a better teacher, but my student with the extra help and resources will have a better view on life and know its people who actually care. I know this is not going to be an easy topic. But I am ready to take on the challenge.
There are numerous problems that occur when you do not have the proper funding. I witnessed it first hand. When I go to administration about it, I already know the answer before I bring it to their attention “we do not have it in the budget”. For the first semester I was the only teacher in my classroom. That is odd because technically I am a special education teacher and there is always supposed to be a content teacher in an ICT classroom. But when I went to administration it was always we are looking for someone that would be a perfect fit for the position to be the science teacher. I would ask why can’t we hire a substitute until the perfect science teacher comes along and the same answer “it’s not in the budget.
While being the content teacher and the special education was not difficult enough being my 1st year. I was faced with not having enough resources for my students. The one that was the biggest issue is walking into the classroom after spending hours creating a lesson and a powerpoint to go with my lesson, is walking into the classroom and the smart board and computer is not working. Trying to figure out my next move, I turn to textbooks only to find out there are not enough text books for the whole class. To myself I seem like I am failing my students, I ask myself do other schools have to face these devastating circumstances?

To measure the effect of the smartboard I will measure the student engagement and response, as well as the student test scores.

Need for Research
The need for this research is rather clear. During 2020 alone we were faced with a pandemic that caused schools to close, for the first time in history. Majority of NYC public schools were not adequately equipped for this pandemic and neither were the students. They did not have devices and some did not even have the knowledge to operate these devices once they received them. That spoke volumes. Where compared to charter and other school systems yearly students are provided with their own devices to use daily in the classroom. Not only did that prepare them, it also gave them knowledge and comfortability to work at home independently using a device.
One resource I would like to use is the movie and book Freedom Writers that was based on a true story of Erin Gruwell. When she walked into the school she knew her purpose for being there and did not let anyone change her mind. She was blinded by how the other staff and administration viewed these students. She never let their opinion affect her goal. She was so determined to make sure her students were awarded the same resources as other students in different schools she went out and got 2 more jobs and bought her students reading material out of her own money. The difference that made was huge. The students started to feel like there was someone who cared about them. They never had a book in school, and that opened their eyes to read and learn new things.
I want the outcome of my research paper to come up with many solutions to these problems. These students need to know that it is people out there that actually care about their education as well as their success. They are our future.
If I can solve these problems with my interventions and is successful these are the benefits that I expect. My students will become more engaged. The graduation rates and attendance have dramatically increased. To make my work day less stressful. This is very important to the world. Our students are our future. We guide and mold them. If we do not have access to the adequate resources how can we teach and prepare them.

Without the proper resources students are destined to fail rather than succeed. How can New York be the largest school district but not have their schools with enough funding so they can be equipped with the proper and sufficient resources?
The article “Strategic Environmental Factors Constraining Fiscal Resources in Urban Schools: The Case of New York City”. https://eric.ed.gov/?id=ED358232 states “ trend discrepancies in incidence rates of “at-risk” students and the funding allocated for services indicate that New York City school system will most likely be unable to provide the necessary services for students in need by the year 2000”. So not only the product of resources are being a problem. Children are unable to receive the services they need due to the funding and lack of resources.
