for your community) and consider the solution by asking: “How well does this
solution address the causes of the problem? How well does this solution address the
effects of the problem? To what extent does this solution address the needs of the
people or things affected by the problem?” What are the costs, advantages, and
disadvantages of this solution? (Palmquist and Wallraff 373).
