argument.

learned in class or referred to in the class materials. Even when not explicitly noted, examples are
always needed.
– Format requirements:
o This is a personal assignment (containing four pages in total). Do not submit in pairs and do
not use the same cover page (or otherwise formatted document) as another student.
o Use Times New Roman, 12 font, 1.5 spacing, regular margins.
o Structure your answers into paragraphs.
o Answer each question separately.
o Do not write your name on the assignment to preserve anonymity (only your ID number).
Points will be deducted for failure to comply with these requirements.
– Bibliography: We encourage the addition of a bibliography – any format is accepted so long as
it is consistent.
– Page Limit: Your assignment should not exceed seven (maximum eight) pages in total (including
bonus question and bibliography). See further details regarding page limits below.
– Deadline: Your final assignment is due as a PDF file, via Moodle, by July 31st at 11pm.

Part I – The Deteriorating Situation in Scaryland
1. You are the United Nations Secretary General, and wish to bring the ongoing conflict in
Scaryland to the attention of the UN Security Council.
Write a letter (two pages maximum) to Her Excellency Mrs. Peacelover, who currently leads the
Presidency of the United Nations Security Council.
In your letter, clarify (a) if you (as the Secretary General) are legally entitled to introduce a matter on
the agenda of the Security Council, and (b) what the Security Council itself can do to ease the tensions
in Scaryland, minimize the impact of the conflict on civilians, and prevent the expansion of the
conflict to neighboring Happyland.
Your letter should not exceed two (maximum three) pages.

Scaryland is a UN Member state that has been consistently and for a long time mistreating its own
nationals. Since the beginning of the conflict in 2011, millions of Scaryland nationals have been
displaced and thousands have been killed.
The International Committee of the Red Cross (ICRC) recently announced that there is a noninternational
armed conflict between the Government Forces of Scaryland (GFS) (national army
of Scaryland) and the Jihadist Font of Scaryland (JFS) (a non-state actor fighting against the
government of Scaryland).
Happyland, a democratic state where human rights are respected (also a member of the United
Nations), has accused Scaryland of committing mass atrocities and war crimes. In addition,
Happyland has expressed concern that the violence in Scaryland could reach over to its territory.
Indeed, the JFS has traditionally been finding political support among Happyland residents living
at the border with Scaryland.
Several UN Member States have condemned the actions of Scaryland in the international media
and on social networks in recent weeks.

2. The conflict has taken a turn for the worst. Clashes at the border area between Scaryland
and Happyland have intensified, with the growing participation of Happyland nationals
(those supporting the Jihadist Font of Scaryland (JFS)) in violent acts in both Happyland
and Scaryland. In light of these concerning developments, the United Nations Human
Rights Council has established a Commission of Inquiry on Scaryland.
After working intensively for five months, the Commission of Inquiry has just issued its
report. Shocked by the scope of the violations of human rights law and international
humanitarian law committed in the two countries, the Commission of Inquiry recommends
the investigation and prosecution of alleged crimes committed in Scaryland and Happyland
by the International Criminal Court.
Scaryland has not become party to the Rome Statute of the International Criminal Court.
Happyland, however, has always supported the Court (Happyland signed the Rome Statute
on July 8, 1998 and ratified it on July 26, 1999).
