Revised Thesis
Unmonitored and disorganized communities provide a higher risk of juvenile delinquency (Flores, 2003). Bedford County should invest in businesses and activities targeted at the youth of the community. Doing this will lower the youth crime rate and lessen the city spending in juvenile detention and court expenses.

This publication was written to help the audience understand that juveniles are not developmentally capable of making important decisions or fully comprehending the consequences of their actions. This is especially true for those in low income and high crime areas. Most juvenile’s behavior is based off of the environment they live in and are exposed to, which they typically have no control over. A child’s emotional and social behavioral development as well as their ability to make decisions and fully understand and assess the outcome of their actions is impacted by not only environment, they are exposed to on a daily basis but situations they are exposed to and view as normal also. A child from a wealthy family and good community will most likely react differently to being bullied by alerting the appropriate authority figure while a child from a rough, low income neighborhood could be put into a different and potentially dangerous situation if they “snitch” so that juvenile may feel they have to fight to show dominance, gain respect, and prevent future incidents. This publication touches base on ways to detect early behavioral actions that could be a potential red flag indicating child delinquency. It speaks about the statistical data and effects communities, schools, race, and gender have on youth and the poor decisions made by a certain classification of children. Although this viewpoint can be seen as discriminatory which could cause some to not continue reading the material it is important to understand that those categories do have a large impact. There’s also information included on interventions, juvenile justice programs, potential legal issues, and proposed policy changes. (Flores, 2003)

Not only that but the site source for the publication is the National Criminal Justice Reference Service, which within itself is a credible and reliable source that is not known for sharing biased or unfound data.
