EXECUTIVE SUMMARY- 3 SECTIONS
The proposal addresses the challenge facing Maine Nursing center. With the current
global health situation, people with old age are highly at risk as they are easily affected by
chronic diseases such as seasonal flu and COVID-19. With the emergence of the most infectious
diseases, Covid-19, the health workers are highly recommended to protect themselves while
dealing with patients. To highly deal with these chronic diseases, Maine Nursing center should
be having enough staff. But the major challenge facing the center is insufficient staffing, where
the institution has a less experienced worker, yet the spread of the various is continuing daily.
This makes the existing workers be at risk and does not offer sufficient services to the patients,
who should be cared for at momently. The research will help in identifying the problems and
come up with possible solutions, thus improving the general health of the old people at risk of
affected with chronic disease and should be provided with home care services. The health
professions will also be highlighted on the mechanism of dealing with patients having COVID19 to reduce the rate of re-infection. The organization will no longer experience the challenge of
less staffing making the existing workers to be overloaded and overworked, as the proposal will
act as an enlightenment for the government to help in employing more workers within Maine
Nursing Center. In the document, I propose to support this program as I believe the health of
those people at critical ages is important and can only be realized when health institutions such
as Maine have enough and experienced workers. Increasing the numbers of staff members will
be the best in dealing with current global COVID-19 and seasonal flu chronic diseases.

INTRODUCTION
Maine Health Center should highly invest in employing more qualified and experienced
health workers, who are aware of the current challenging pandemics globally. They should be
able to deal with people who are aged in their homes. The current situation in the world,
especially in Maine, needs change to protect the lives of the people who are vulnerable to these
pandemics. The organization is facing insufficient staffing which is detrimental to the health of
the worker’s since they experience stress due to overworking. Besides, the professionals within
the organization lack enough time required to provide the needed care to families and patients
(Farokhzadian, Nayeri & Borhani, 2018). The issue of insufficient staffing has led to long
working hours as they do not have people to do replacement during a specific time. Due to work
overload, health professionals experience fatigue making it easy for them to get infected while
dealing with patients who have COVID-19. Increasing the number of infections rather than
reducing it. Moreover, the workers at the hospital are experiencing workplace hazards such as
exposure to injuries and pathogens. To add, the workers lack enough training required to provide
homecare services to patients. Finally, the patients are experiencing bullying and harassment at
health institutions. Such challenges should be addressed for the healthcare workers within the
hospital of Maine to provide quality healthcare to the patients and live by the ethics of their
professionalism. Solving these challenges will help employees to be more productive while
delivering their services to patients and families. Therefore, the proposal will help in reduce the
challenges experienced by the workers at Maine Nursing Center, by streamlining other
experienced healthcare provider’s employment, reducing most of the difficulties encountered.

BACKGROUND
Maine Nursing Centre was constructed in 1960 to provide quality healthcare to the
patients (Rogers, 2016). Maine Nursing center has been considered a principal nursing site of
choice for many years since it was formed. The hospital has been working to improve the
healthcare of the people around Maine state. Maine Nursing Center has been relying on Maine
Care for most of the funding, which is causing a challenge of finance to support the institution’s
programs. The institution has about 200 employees providing healthcare to people above 65
years (Brad WGME,2019). The healthcare institution has been ranked by the American
Healthcare analysis as the top 100 best healthcare institutions in the US helping the elderly to
receive from their illness. It has been dealing with vulnerable patients who are aged. Maine
Nursing Center has been helping the seniors to care for their home as they age but provide the
required healthcare services, an option preferred by most aged patients. Therefore, it has been
well known for short term skilled nursing services recovering from most of the illnesses they
undergo.
Maine Nursing Center covers both home and inpatient health care services when a senior
needs medical services. The Affordable Care Act has been providing opportunities for the
patients using Maine Nursing Center to pay for both home and community-based services to
reduce the section of non-institutions older adults who need long term support and services. This
has helped the aged to get the required care and services from the organization without any
challenge.

The institution has also been providing an opportunity for licensed social workers of
assessing home care needs and ensuring the plans meet the needs of the patents. The nurses have
been providing the required healthcare to ensure health is achieved in times of illness. Social
workers within Maine Nursing center have been seeking to empower the patients and their
families to find the best method of healing as they stay in their homes through offering connected
resources, help through planned needs achieving positive emotional health.
According to the information provided by a spokesman on behalf of Maine Nursing
Association, the nursing home has been strong providing required healthcare to the people and
return the patients to their homecare-based services (Sihag, & Bidlan, 2014). The major problem
that initially affected Maine Nursing Center was nurse’s turnover, due to a smaller number of
workers who existed in the institution. The role of the casing managers on aging issues has been
private, showing that the healthcare provided quality services only where partnership existed
within the organization.
In recent years, the institution has been flagged by the government of the United States
for having quality issues for the patients. Based on the research conducted, the quality issues
were related to the number of employees within the organization. There are insufficient nurses
and could not respond to the increasing number of patients, who should be attended to. The
current globe pandemic, COVID-19, has also been reported to have affected residents or staff
affected by the virus, putting most of the patients, who are old age, at risk.
RECOMMENDATIONS

For the health center to succeed in dealing with COVID-19 and seasonal flu, chronic
diseases affected the elderly people and whole society across the globe, the management needs to
come up with mechanisms helping to rectify the current situation. As highlighted, the major
challenge experienced in Maine nursing centers is the lack of sufficient workers, which can
provide the exact and quality healthcare needed for the success of the community. Therefore, I
would recommend the organization to do the following: First, the management of Maine Nursing
center should add the number of employees on their list. The current global pandemic COVID19 is affecting people. The disease requires more attention and if necessary, the ration of the
patient to healthcare providers should be 2:1. When the management will increase the numbers
of healthcare workers, the overload and overworking subjected to the current health care
providers within the nursing center will reduce. They will not feel fatigued.
Secondly, for the workers to provide quality services, they should be motivated. A
motivated worker will feel comfortable and value within society. Motivation can be in the form
of increasing their incomes, providing a conducive working environment and giving the worker
relief (Gugliucci & Weaver, 2016). This will make the healthcare providers within the
organization sacrifice the sake of the patients providing the required level of health.
Besides, the organization should encourage employee training. The current pandemic,
COVID-19, requires specialized and experienced healthcare providers. If healthcare does not
have the required skills in handling the pandemic, they will eventually be infected. Instead of
reducing the number of infections, we shall be increasing the number and death rates will also
increase. This even happened recently in Maine State, when the healthcare provider was affected
with COVID-19.

Furthermore, the nursing center should come up with training programs for the patients.
This will help in reducing the bullying that can be realized from the patients when they come to
receive healthcare. Finally, the Maine Nursing Centre should come up with policies and
regulations controlling the behaviors and conduct of all employees. The issues like harassment
from fellow workers and reporting to work late hours will be reduced. Therefore, find these
recommendations essential for minimizing the challenges experienced within Maine Nursing
center when implemented by the management.
In the training part of the patients on how to deal with healthcare providers, I will
volunteer to participate genuinely. I will work with the management to provide the required
materials for the training of the patents and staff members, to improve the quality of the
healthcare provided such as the information needed. I will suggest different departments to roll
out their programs in time to help in avoiding any challenge. Based on the employment of the
employees, I will play a critical role in explaining the importance of having sufficient and
experienced workers in the health center, to make the management buy the idea.

Despite increasing the number of employees yearly, the current pandemic has directly increased
the number of patients. This has caused injuries and even death making the government flag the

amount that would have been spent on traveling is used for buying other necessities required
in the hospital for the training of the patients. To add, when quality healthcare services are
provided within the Maine Nursing center, they will be at the purr with other organizations
providing the same services (Hillestad & Berkowitz, 2018). Health services in Maine is a
very competitive sector. Institutions providing the services should provide quality services to
keep them in the competitive market. Thus, Maine will be able to survive in such a
competitive environment.

Concerning the proposal, it will be a call to eliminate the challenges facing workers and
the community within Maine State. The proposal with help in reducing the challenge of the
shortage of workers, bullying is undergone by both patients and workers, lack of motivation and
overworking and overloading. Moreover, the proposal highlights the current global diseases,
COVID-19, which has killed millions of people. Therefore, awareness will be carted on how to
deal with the diseases, thus protecting the health workers from being affected by the virus.
Patients will also be taught on how to deal with the various preventing its widespread. Therefore,
if my proposal is approved, it will help in changing the current outlook of the problems facing
workers at Maine Nursing Center and how to reduce the re-infection of COVID-19 to the
healthcare workers. The proposal will also be a call to the government to support healthcare
institutions in providing quality healthcare services to the patients through employing qualified
professions and creating awareness on the role of government in healthcare.
