quantitative restriction on imports) as discussed in the case? Please provide detailed evidence
(such as statistics and examples) from the case material to justify your viewpoints.
2. Why do you think the United States rejected Pakistan’s request for tariff relief on textiles and
apparel? Why or why not do you think it was a correct policy decision? Why or why not do you
think “the U.S. textile and apparel industry be made to pay the cost of U.S. foreign policy”?
3. In the setting of the case, overall how does the U.S. textile industry want trade policymakers to
help their survival? In comparison, how does U.S. fashion brands and retailers want trade policy to

retailers disagree on many trade policy issues?

What have been the effects of the dominance of politics over markets in
world trade in apparel? The stated purpose of the protectionist regime
was and remains to protect manufacturing jobs in the Western textile
and apparel industries, and judged against this benchmark the regime’s
success has been quite limited. But the influence of politics in redirect-
ing trade has had a number of other consequences—mostly perverse and
unintended—but both positive and negative, for rich and poor countries
alike. In addition, despite the limited success of the regime in protect-
ing employment, the American public remains much more sympathetic
to trade protection than we might expect. In mid-2008, barely half of
Americans surveyed had a generally positive view of international trade.
